How is an app reviewed if the backend server is in a local network and not reachable over the internet?

Question

The app is tightly coupled to a server. Without the server the app is more or less useless.

However, the server is not reachable over the internet because the whole system runs in an isolated network.

Is it possible to have the app reviewed by Apple? If not, what is the suggested procedure ...?

[edit: The app will be a B2B app. It will not be available in public app store but in B2B app store.]

Apple would most likely not approve such an app since it wouldn't be useful to the general public.

Thanks for your answer. I forgot to mention that the app is supposed to be a B2B app. It will not be available for general public anyway.
