Is a program for Apple developers (app store specifically) where you can pay for support & get it on a more timely basis?

In that example, no.


The paid Developer Program includes two DTS support tickets via the Member Center, per year. Those are to be specifically used only for code-level support questions/issues (not store per se), however, preferably in concert with a project that demonstrates the issue. Additional can be purchased if needed.

I've heard of 3rd party 'consultants' that will help with other issues (for a fee of course), such as code signing, meta data prep, marketing, hand holding etc., but those services are usually discouraged here, so...
