To generate a Developer ID certificate and to submit your apps to be notarized, you need to be a member of the Apple Developer Program.

I think it should jump to the application interface, then fill in the information and submit it to apple.

Yeah, that seems very broken. I’ll report it internally.

In the meantime, you can get to the KEXT workflow as follows:

  1. Start at the developer web site.

  2. Scroll to the bottom and click Contact Us.

  3. Click Development and Technical.

  4. Click Entitlement Requests.

  5. Click Request an Entitlement.

  6. Fill things in from there.

Yeah, that seems very broken. I’ll report it internally.

It seems to be better now. The KEXT text is now in its traditional Requesting a Certificate for Your Kext section and the link works as expected.
