VAT accounting question?

So, I entered a price of 9.99 USD and it calculated (for example) a price of 19.99 BGN (I guess that's with the VAT) for Bulgaria. In that case, will Apple payout me the price WITH the VAT or WITHOUT? And if they payout me with the VAT, how should I account that? I'm not VAT registered...

They pay you without the VAT. You can ignore VAT issues.

Why is Apple levying VAT if you’re not VAT registered? I assumed this was based on your VAT status, and Apple would simply pay you the ***** amount and no VAT would be deducted since you have no VAT liability as a result of not being VAT registered. If not, please explain what I’m missing.
