SpeechSynthesis API not working for ja-JP in iOS 12.0 public beta

We're seeing SpeechSynthesis functions correctly with default lang, but not with lang set to ja-JP. This worked properly in iOS 11.

Still happening in the public release of iOS 12.

I basically have to change the language of the entire phone in order to use the synthesized voice for that language.

In iOS 11 we could simply set the proper voiceURI and it would work.
