search ads in Austria

Hello there,
I have noticed that Austria is not listed in "Search Ads" offer.
Why is that?
How to apply for search ads if that country is not listed?

We allow signing up from any country but will only offer ads in the territories that allow Apple Search Ads as specified by Apple.
