Are you allowed to provide a subscription option along with a full unlock option and the customer can choose what is right for them?

Yes you can.
Yes I believe it is possible, I am assuming that you plan to offer the app for free and then have subscription option with:
1. A subscription with small amount and may be limited content
2. A full unlock of the app with large price value.
In this case you might need to create two product id's while putting the app in store for submission, one will go as subcription and the other one as in app purchase to get the app.
