App rejection

Hi,
I have submit my apps, but got rejected 3 times with same reason. FYI, i create an apps for posting ads. So, after apple review, they said that they cant post the ads. But, when i test into real device and simulator, IT CAN.
So how do I get my apps passed reviews?
