Cant install app on non cellular iPAD

The app is not compatible with non cellular iPAD. The only device requirements mentioned in info.plist are,

  1. Location-services,
  2. wifi,
  3. gps,
  4. arm64


What could be the reasons foe this behaviour?

Non cellular iPad does not have GPS.
