why my apple dev program gets Canceled

Hi, I've been trying to buy an apple dev program for the past day or so, and my enrollment gets Canceled. Why is that because I'm using a visa outside of the USA, or is it because im using a forwarding compony for the address? Are there any solutions?

can I buy dev account outside us

hi im in Kuwait and wondering if I can buy apple dev account with my us account or should I use my country account because if so I need to wait until I become 21to buy an apple dev account in my country account
