IOS 13 SMS Messages Not Working

IOS 13 SMS Messages Not Working can send and reacive Imessages and SMS, but not send SMS Messages aftet going to console on mac and plugin in the iphone it says some random error. Any advice?

MacOS 10.15

MacOS 10.15 having issues with ToutchID saying secuiry settings been modifed, Applications dont show in laucnhpad either. Having issues reverting back to MacOS Mojave keeps installing 10.15.
