Please help as I contacted Apple Support but all they have been telling me is to use another method of payment. I used two credits with my name but I cannot enroll sucessfullyThanks for your reading

From the end of November, I cannot enroll a single Apple Developer account. I have been trying to register many Apple IDs and using different credit cards as the suggestion of Apple support staff. But the only question from them is to contact the institution for the authorization of payment. My credit cards still work well with other transaction with Grab, Facebook, Gooogle.Does anyone here in Vietnam have the same problem with me?I hope Apple people can read this and have the clear answer for my issue.I thank you all for reading and waiting for any information and help.
