We have an app called VDIS JM. We created a custom version of this app for one of our customers and it is called WFT JM and is distributed privately to that customer on Apple Business Manager. Because of the economy and COVID, this customer will not longer be issuing company phones to its employees, but the employees still have to use the app. The customer employees cannot download the app so we were told to get the customer to distribute redemption tokens to the users. Since the customer's business account is in the USA, their Canadian and other employees cannot use the tokens. As such we need to release the app as a public app, which is desirable to the customer. We attempted to create a new app and get it reviewed, but were told it was too similar to the existing app and is considered spam. What do we have to do to release this customer's custom app in the public store? We obviously can't create a totally different app because the app we have is what they need.
