Can I create a Web service debugging iOS App using network extension?

Can I create a Web service debugging iOS App using network extension? To get all the details of web services of other app like request parameter, header, response, etc if allowed.Or I have to use any other way to develop this feature(web debugging proxy) in the app. Please explain.
