What determines whether a Game Center App offers the sandbox?

I have previously succeeded in creating an app with Sandbox logins. It seems that some passing cosmic ray has erased that part of my mind and now I am back to square one.


Just attempted the process again, and find myself confused. My app logs into Game Center - but not the sandboxed version.
I created two sandbox testers in iTunes Connect. - But as far as I can tell these are full-on regular AppleIDs. There's nothing to suggest they are sandbox identities.


Logging out of Game Center, and then logging in from the app, makes no difference.


Is there some hidden iTunes connect setting which lets game center know this app is a two-week old prototype and therefore not ready for prime-time?

Although the Sandbox Testers which still exists in ITunes Connect probably supports the idea that the Sandbox is still in existence.
