I turned 15 this year, and am confused as to whether I would be allowed to apply this year, or I have to wait till next year at this point

My general advice on issues like this is that the info from last year is your best predictor as to what will happen this year. However, the circumstances in 2020 are very different from those in 2019, so my specific advice here is that you wait and see what actually gets announced.
ps While I work for Apple, in Developer Relations even!, I have no inside info about WWDC (and, even if I did, I wouldn’t be able to pre-announce Apple’s plans).

I don’t know. As I mentioned above, WWDC 2020 is a very different ***** and thus it’s best not to speculate. You’ll have to wait for more details to be formally announced. I recommend that you watch our News and Updates page for such announcements; it even has a handy RSS feed.
