ios 13.4 I have an app that failed to update. Now I can't install

ios 13.4 I have an app that failed to update. now I can't install on iphone 11 Max or delete from icloud. I've rebooted, logged out of app store icloud, rebooted again etc... The app will start downloading get 20% in and blink to icloud icon but I can't remove from icloud as it doesn't show up. Any advice is greatly appreciated.
