We're adding Low Latency HLS functionality into our app which requires "com.apple.developer.coremedia.hls.low-latency" app entitlement.
As iOS 13.2 has been released, are we allowed to submit an app with that entitlement into AppStore?

I've passed this build to TestFlight external testing and it worked fine for tester.
However when I send this build for publication review, I get this message:
ITMS-90787: Invalid Entitlement - This app is not permitted to use the 'com.apple.developer.coremedia.hls.low-latency' entitlement.
May I know why we're not able to use this entitlement and when is it going to be avialable?
