Xcode doesn't have necessary support files for iOS 13.2... which is released?

I figured I encountered this problem because I hadn't updated to Catalina, so I did... and then installed support files for Xcode when I launched it and was prompted to do so.

But I still can't deploy to iOS 13.2, which halts my entire project. I'm mystified as to why Apple would break development against a released OS. Anybody else see this:

Indeed, there are another two threads about this too: https://forums.developer.apple.com/thread/125181 and https://forums.developer.apple.com/thread/125141 although I think the second one just got censored.

Basically you're not doing anything wrong, Apple should have released Xcode 11.2 together with iOS 13.2 and they didn't, and still haven't. No clue about what's wrong, no input from Apple, it seems nobody is actually bothered about this internally.
