Do you use a launchScreen storyboard or an image ?

What iOS version is on your iPad?
Did you use any 3rd party tools, app builders to make that (Universal) app?
I used the 10.2.1 version of Xcode, The iOS version of the iPad is 12.1.0.
I only used builders from Xcode.
I did not use any other builders.

What happens if you build a new project/app using Xcode's Single View template, Universal, no changes, then build it to your iPad and test the same...?
Can you update the iPad to 12..3.1?
I attached the video and sample to the previous replies. However, because it is under review, it is not being published.

I can not update iPad to 12.3.1.
And, I created a new project and confirmed it on the iPad.
The results are the same as before.
When I take a video and look at the slow screen, the launchscreen is shown when the iPhone returns to the app from another app. However, the iPhone does not seem to have a short time base, but the iPad is shown.
It's not the only problem with ipad,
What do I do to run it only the first time I run it?
If the issue persists with a new sterile project (no changes at all by you), it's not you. Did you test via the simulator on 12.3.1?
Seems odd you can't update the iOS on your iPad, but that's another topic.
Perhaps you can use a support ticket with DTS in the Member Center and ask them to take a look at your own project where you see the issue.
If you can't update your device to a current iOS to check there, I have no other suggestions.

I did not modify the filename of the image, so it seems that the review has proceeded.
My iPad is a rented device. So I can not update the version.
I could not see the simulator because I could not install the naver app on the simulator.
- Install naver app
1. Launch app
2. Show launchscreen
3. Show app main
4. Click "<" button in Top left of naver app
issue > The lauchscreen is shown when returning from the naver app to the app.
