Adaptive layout: an app store requirement in Spring 2020?

In the WWDC 2019 Platforms State of the Union, Sebastien Marineau-Mes (VP Software) said:

Does this mean NEW apps will be rejected? Does this include app updates?

hi, i try xcode11 with ios13 but my ipad application with old xib (no autolayout) will show view with half dimension, there's change something with objectc and xib?

I have the same question, is there any official documentation on this?

I'm also interested in getting more information on this, because I maintain some iPhone-only apps that don't make a lot of sense on an iPad. Our UX & product teams would prefer to build new features for the apps instead of re-designing & re-building the apps from scratch.

"Starting April 2020, all new apps and app updates for iPad will need to be built with the iOS 13 SDK and support the all-screen design of the 12.9-inch iPad Pro (3rd generation)."
