Creating a new admin in member center does not make them account holder, so I suspect there is some confusion at work.

1. I'm the account holder. and i do have the "Access to Certificates, Identifiers & Profiles" privilage.
2. I added a user (as "admin") in "ITunes connet" -> "Users and access"
3. I can not grant this user "Access to Certificates, Identifiers & Profiles" since it is grays (and also the checkbox near it) - so no way to click this checkbx to enable this for him.
Any idea what is wrong ?

Again, creating an Admin role in Member Center/team and an Admin role in App Store Connect/Users are not the same thing and they do not have the same authorities. Don't conflate the two.
Granting admin via ASC doesn't grant dev access to C,I&P via Account/Member Center.
That checkbox, when enabled via pre-existing status, is meant to disallow access to C,I&P for an otherwise qualified MC Admin, restricting their authority, not to casually grant access to anyone randomly added as a user via ASC.

"Individuals enrolled in the Apple Developer Program can give up to 10 users access to their content in App Store Connect. All users receive access only to App Store Connect and are not considered part of the team in the Apple Developer Program. They will not receive access to membership resources on the Apple Developer website or other membership benefits."
So this has to do if you are using an individual for the Apple Developer Program.
Seems ridiculous and wrong to me.

LukeOB Aug 28, 2019 8:05 AM (in response to rturner2)Thanks @rturner2. This seems ridiculous to me and inhibiting to the startup ecosystem -- because I haven't yet set up a company I can't give access to my developers to do what they need to do with certificates, identifiers, and profiles?
I've emailed Apple Support but am expecting the same response above.
