I just finished writing my app and this app is responsible for preventing falls in the hospital. My app requires a certain piece of hardware and components in order to function.
How can I submit my code for app approval with certain things which only I have access to? Is it possible to submit my app via video explanation in order to get approval?

Fairly common practice, actually.
Make a demo video, put it on the 'net where review can find it, supply the link and any log in, using that app's meta data notes, then watch your email...if they need more, expect them to reach out.
Making a short video has the extra benefit where it can be used as a Preview in the store.
