Maybe you are using an old device which version is not compatible with WhatsApp, they have a support email in the app store.

I don’t Think so because my ipad Pro is in year 2017 and the iOS version is the latest, but I will try your advice by mailing to the apps support by the way my iPhone 6 Plus can compatible with the whatsapp why?

WhatsApp Messenger is a FREE messaging app available for iPhone and other smartphones, not for iPad.
You could use WhatsApp Web version from your iPad.
