Same problem here as well. New Hampshire (USA). New purchases and purchase restorations are taking multiple tries (5+) to get them to go through, and I have tried dozens of times to call validateReceipt against the Sandbox and keep getting either a timeout error or "Cannot Connect to iTunes Store" error. Very frustrating and holding up progress on our project.
We are experiencing this same issue, down for US and Spain.
It just started to work for us again! Magic just happened.
I was just informed that the iTunes Server team investigated a sandbox server issue this AM. The issue has been resolved. In the future, please check the following SystemStatus site for developer facing servers.

Looks like its working now. Both restoreTrans and purchase has responded now. I didn't test confirm of purchase.

FYI, please note that I am still getting intermittent "Cannot connect error". If its not working 99.9999999% of time, then apps might get rejected in Review for no fault.
Even if the other functions (purchases, restores) are working on the Sandbox, validateReceipt is not. Several hours later I'm still unable to get a proper response from it.
I opened a bug for it last week when it first started happening and I sent the responder more info this afternoon, but there's no resolution yet.
