It also repeatedly asks us to verify our Apple ID in the Settings app, even though it is just a sandbox user. We have been working with IAPs for years and have never run into these kinds of issues.

Plus this is an iMessage app I'm testing, and it will close the iMessage window in the background. Has anyone seen this get resolved in the past few days?

If you sign in to your sandbox account through the settings, the sandbox account wil (apparently) be converted to a normal account and it can't be used for sandbox purchases anymore. There is no information of this happening, it just happens.

Also a curl request to https://sandbox.itunes.apple.com/verifyReceipt sporadically gives me
cURL error 56: OpenSSL SSL_read: SSL_ERROR_SYSCALL, errno 104 (see http://curl.haxx.se/libcurl/c/libcurl-errors.html)

Similar connection problems do occure on our backend server when we try to verify sandbox purchases. We tested the purchase with different devices and different iOS versions.

First install the StoreKit and sysdiagnose profiles
Install StoreKit profile to an iOS 11+ device
Please login to the Apple Developer Bug Report - Profiles and Logs website
<https://developer.apple.com/bug-reporting/profiles-and-logs/>
Click the “Profile” URL associated with the “App Store/iTunes Store for iOS” item. You will download the “itmsdebugging.mobileconfig” file.
Click the “Profile” URL associated with the "sysdiagnose for iOS" item.
Read the instructions for triggering the sysdiagnose profile. Note where to find the sysdiagnose archive once you've sync'd the device with iTunes.
IMPORTANT - PLEASE RESTART THE DEVICE
CAPTURE THE DEVICE CONSOLE LOG - connect the device to a macOS X Sierra (or newer) system (macOS X 10.12.x)
1. Launch the Console app and select the device in the left side of the Console window

Unless this is actually as bad as it seems, in which case this is positively inexcusable from a company of any appreciable size. Results from 3 different machines:

From iOS in iTunes sandbox , is extremely slow and about 90% of requests fails. Most of times i get:

Also the iTunes sign in prompt shows in erratic fashion, sometimes in a loop. Sometimes the sign in promp appears even if the tested app is closed. This puts our pipeline pretty much to a halt.

If I tell the iTunes team that this is a big issue, they ask - why aren't there bug reports. Upper Apple management prioritizes issues based on the number of bug reports collected for an issue. While my instructions for submitting a bug report above may seem onerous, go ahead and submit a report and include some ping results. If you can capture the console log with the StoreKit profile active, so much the better.

Such a large company like Apple should have anticipated that by itself not by us developers complaining by bug reports! Don‘t you have a monitoring strategy checking the performance of your systems? If I‘d tell my company‘s customers that we wait until enough users of some website complained until we do something they‘d for sure would‘ve not be our customers for long anymore. With Google services I personally never have had such problems!

I just reset my iPhone and restored a recent backup and guess what. It wants my password to process some sandbox crap. So the failure is stored into a backup.This bug not only destroys your production line, it also corrupts your device.
I'm ATM unable to create even a bug report because the device just keeps asking for the password for the sanbbox purchases. It looks like there's an endless supply of previously failed purchases in some queue.

Have several devices - for hours the same result, not able to connect to IAP sandbox AT ALL.
Tried multiple times, multiple devices, over a period of multiple hours. Always unable to connect to iTunes store.
Totally ridiculous, IAP sanbox has always been a joke and totally fragile, just ridiculous.

At the beggining we thought that this was caused by some buggy code, but we tried it by doing a simple cURL and the results are the same, very BIG response times varying from 1.5 seconds to huge timeouts ( more than 60seconds) Is there any estimate on how to fix this? Otherwise there is no way to check how the store works on sandbox mode.

The bad thing is our app has been rejected now for three times because of their bug and we cannot get patches in...

Yesterday I wasn't able to make a purchase in sandbox environment. Receiving "Cannot connect to ITunes Store. Try later." all afternoon (GMT -3). Tried 5 times with no success. Gave up and tried 4 hours later. Got 1 answer, others failed again.
What's happening?????
Please solve this!! I'm wasting a time I cannot afford on this!

Previously, there were problems with payments - it took a lot of time, most often on the client were given a error about incorrect payment data, in 9 out of 10 cases. Today, suddenly, the payment began to work very quickly. What has changed? Did you fix it?

I can sometimes get an IAP to successfully go through in the Sandbox, but it is very, very slow. I'm working on code right now for a feature where I need to be able to hit verifyReceipt and get a usable response, but that is never working no matter how many times I try.
Here's the Terminal output from the ping rich from Apple mentioned trying:

I've attached several screenshots to my RADAR with Apple, showing pings to the sandbox store with ping timeouts and wait times increased to 10 seconds, all of which are 100% packet loss. No reponse yet from Apple.

Retrieving products seems fine, but doing anything substantive—like purchasing products or restoring purchases—is very hit & miss. Mostly miss.

I heard from a student the other day that got the generic rejection phrased something like "testing failed on an IPv6 network" (which can lead devs down a wild goose chase of believing it has something to do with an IPv6 connection).
He was using the same exact Store code in 4 other of his approved apps. Now he's stuck trying to explain to his Apple reviewer to just test the dang thing again. But obviously if they are in the non-Live Sandbox like all of us, they too are going to have the same issues.

Than asks AppleID/Password only 1 of 30 times
And gets unknown error(SwiftyStoreKit). (kCFErrorDomainCFNetwork - "Cannot connect to iTunes Store" 0x00000001af03d138)
It worked fine about a week ago.
It goes to "confirm in-app purchase" if I login with real(not sandbox) iTunes account.
But than also gets an error.
And now I'm requested to submit a video of in-app purchase process, but I can't.

Although, A better error than '0 "Cannot connect to iTunes Store"' would be nice!!!!

When iterating the products list to register them - it registers the first product - then fails the minute it tries to register the .when callbacks for it.e
I've built with xcode 8 and xcode 9 with the same results.I'm preparing to submit an official bug report but I can't see how this can be anyone's problem except Apple. If they're using their own sandbox with no issues then perhaps it's a regional DNS issue. I can no longer ping the sandbox address at all (and could previously)
But seeing people say that they are being rejected because of sandbox issues that seems like reviewers are seeing the same problem.-

I sent a bug report for this issue yesterday, and commented in the report that others are having the same issue and linked this forum thread.
