I expired a build while "in review" to fix a bug and now I cannot submit a new build for review?

As the title says, I had a build "in review" for test flight distribution but realized that I had a small bug with incorrect button color so I fixed and uploaded a new build. The status of the new build is "ready to submit" but when I try to add a group of external testers it tells me that I cannot have more than 1 build submitted for approval simultaneously. I believe that the old build that I expired is somehow still marked as "in review", even though it should have cancelled when I expired the build. Is there any way to solve this issue? I really want to get this new build out to my users! Thanks in advance, Evan
