Regarding the security roles in the icloud

Regarding the security roles in the icloud, public data base. I have a user say A, and he is the creator of a record type. when i didnt give permission for the other users like authenticate and world, still every one can add modify and delete a record in the record type which is created by A. could you please help me to understand the Security roles and how safe the public database is?
