Not seeing Xcode 9 beta (9M136h) on downloads page

Has anyone else been unable to download the Xcode 9 beta (9M136h)? The only Xcode download I see at https://developer.apple.com/download/ is Xcode 8.3.3 (8E3004b). I am only registered as an Apple developer for free, but I've been able to download Xcode betas in the past. During WWDC last year, I was able to download the Xcode 8 beta shortly after the keynote.

I filed bug 32603749 for this issue.

I've been able to download no issue. Paid account.

Can you see any betas at all there?

free account, downloaded ok, it's a monster at 5gb+

I haven't installed it yet, so don't know if it is version 9M136h that you specified.

This link worked and is build 9M136h

Within the last couple days, it has now showed up on the downloads page, but the release notes link redirects to the Apple Developer homepage (developer.apple.com). I know there are other ways to get to the release notes, so I'm still able to view them. I've updated my bug report accordingly.

The release notes link now works

I can't download this at all. I have a paid account and when I go to developer.apple.com/download, I can see the beta download link and when clicking on it, it begisn to download but gets to about 50% and just stops.

I have tried on my mac with Safari, I have also tried on my PC (Same network) with Chrome and get the same issue. If I click the link in Edge on my PC it just goes to an unauthorised page despite me logging in.

I have tried restarting both my Mac and PC and still the same result. Is this still available?

I haven't been able to download successfully either, and I've been trying intermittently since WWDC. We're fully paid up developers. 😟

I can't help but wonder if Apple is throttling devs who didn't physically attend WWDC?
