To build a IOS app with phonegap build, how to get the signing key for that?

Hi,

I want to convert My html5,css,js,php web app into IOS app using Phonegap Build.

for that i needed a signing key.

i have apple ID.but in account i cant see Certificate link to genarate a key.

to build Phonegap app also , Do i need to Pay for apple to get the developer ID?

if so where should I pay?

I dont need to publish my apps..all for testing purposes.and im working on Windows.

Hope someone help me to solve my problems.i dont know anything about apple development.

thats why i want to use phonegap.
