My team implemented an MDM server.
Now we can send the per-App-VPN config profile by MDM command successfully, but I don't know how to specify the apps that use the per-App-VPN(packet-tunnel)?
My question is how to associate the App with the VPNUUID. We should send another config profile to specify the apps that use the per-App-VPN?

We are also planning to create a MDM server also. Could you please let me know where to get started? Which account do we need to purchase from Apple? Is it Developer Enterprise Program or Device Enrollment Program?

The documentation necessary to create an MDM server is available to enterprise developers, that is, members of the Apple Developer Enterprise Program.
