trying to join and cannot download agreement

To Apple,

Me Three... I called Apple Tech Support Friday and talked to a technical represetitive for thirty minutes

and they could not do it either. I got a survey request in my email inbox. I gave the person the lowest marks

for every catagory. I have also gotten several survey request pop ups while navigating around the support

pages and other pages I have visited while attempting to join the developer program. I have given the lowest

possible ratings for all catagories for all of the surveys I have taken.
