Limit OSX Zoom (Magnifier)

Can OSX plase change the behavior of the system zoom (magnifier) to only kick in if I hit Control+Option+ScrollWheel. Currently as soon as I press Control+Option the mangnifier kicks in (even though I haven't scrolled). I don't want to have to turn off the magnifier, but I want my application to be able to use Control+Option shortcuts without having the magnifier popup everytime, and intercept shortcuts.
