Every time I navigate to http://bugreporter.apple.com, I am immediately redirected to https://bugreporter.apple.com/timeout and the following message appears:

Just a guess, but have you requested/agreed the new paid dev agreement - member center & iTC...?
I'm seeing the same thing. It happens as soon as I navigate to bugreporter.apple.com. It redirects me bugreporter.apple.com/timeout as soon as I press enter on my navigation bar. Definitely doesn't have anything to do with agreements.
