Can't add card in wallet with sandbox account

Hi everyone,

I created an account Sandbox tester like show this https://developer.apple.com/support/apple-pay-sandbox/

after I logged this account to my Iphone 6s with this account create and when a try add a credit card in app wallet and it shown a message "Apple Pay requires ICloud"
