How to use TipKit on iOS less than 17 version

I want to implement TipKit on iOS 14. Is there any way to do that?

Unfortunately, TipKit is not available on devices running software versions earlier than iOS 17.

I understand, let me ask a different question. My project supports iOS 14, in the case that the device support iOS 17 I want to use TipKit. But I don't know how to do that.
