Unable to accept Paid Applications Agreement in Business menu

I can't update my apps or published new because apple asked me to renew
paid applications agreement, but when I go to this menu, there is only free application agreement. Open in different browsers didn't helped me. Support didn't answer. As a result, I can’t do anything with my account.

fyi the issue is resolved, support helped me, now I can continue to publish and update free applications.
