Is there any access to Swift Playgrounds on macOS12.3?

If you have previously downloaded Swift Playgrounds using the Apple ID you're signed into the Mac App Store with, you should be able to access the latest compatible version for your current macOS version.

If you've never downloaded Swift Playgrounds for Mac with this Apple ID, you may be able to do so by signing into a Mac running a more recent version of macOS, download it there, and then return to your Mac that's running 12.3.

If you have tried that and you aren't seeing Swift Playgrounds available for download, that sounds like it could be a bug! Please file a feedback report and we'll take a look.
