Error -25294 is errSecNoSuchKeychain, which suggests that your keychain is broken in some way. Try this:

1. Create a new local user using System Settings > Users & Groups.

2. Log in as that user.

3. Retry your test.

Does that work? If so, that confirms that the certificate you’re trying to import is valid, and thus there’s something wrong with the keychain setup in your main account.
