Hi there, i have also preferred a constant/continuous light source over the flash for improved lighting. To do so using the same iPhone, i would switch to Video, turn flash On, starting video capturing and capture photos during recording, using the bottom right white icon. My understanding of why the flash is a sudden burst in photo-taking mode is because traditionally, the flash is extremely short & bright to contrast the dark surroundings so that the image captured at the bright instance is less blurry. And to save energy. Perhaps apps like Night Camera: Low light photos and NightCap Camera that support Long Exposure and setting shutter speed & ISO could be what you are looking for.
