Hi I paid someone to develop a basic app for me on both iOS and android. He has sent me the code to review but I have no idea how I can open the files to actually review the app developed. I have an old Mac so I cannot download Macs version above 12.6 Xcode needs Macs 13 and above to download. Is there any other way I can open the files to view and test them?

If he sent the code, those are just text files and you can view them with any text editor. Unless he used Interface Builder, in that case it would be a bit inconvenient to view the GUI files.

If you wish to test the app, why doesn't the developer send you the app he build that runs on your environment?
