XCode 14.2 suddenly won't open

I upgraded from 14.0 to 14.2 about a week ago and it's been working fine until today. All of a sudden, when I click on the icon in my doc or try to open it from my project in VSCode on the command line, a window opens but it never loads and I get the dreaded "Application not responding" and have to force quit it (I once let it go for an hour). I've tried uninstalling using CleanMyMac and downloading from both the apple store and the apple developer website. This is on an M1 mac running Ventura 13.1. It still works on my other computer running Monterrey 12.6.2 so maybe it's something with Ventura or M1? I didn't change anything. Is anyone else experiencing this?

To be clear, the computer running Monterrey is an Intel mac.

It also happens with 14.1. I really don't want to have to factory reset my computer but maybe that's the only thing left to do?

For anyone else that my run into this: I was able to fix it by creating a new project. It had me re-sign in with my apple id so I wonder if that had something to do with it? After that it would load my old projects.
