Archive organizer window does not come up after archiving app

I am using react native with Xcode 13.3 and my app runs and builds successfully. When I go to archive it also archives successfully but the archive organizer window to distribute the app does not come up. I have tired restarting Xcode. In my scheme I have reveal archive in organizer checked, and all options under build are checked.
