We’ve received too many API requests for this API key in the past 60 seconds. Please wait and try again. With error code RATE_LIMIT_EXCEEDED for id (null)

Having same issue, but it works with the Transporter app. If you have any urgency try Apple's transporter app for mac.

Same issue happening with me and my team since this morning. I tried to troubleshoot by making random adjustments to the network and proxy settings but it seems like something is broken on Apple's side. I don't know when would it get fixed.

To get .ipa file for transporter tap 'Distribute App' and choose 'export' under 'Select a destination' menu
