On our first try we waited a few days after receiving the error message. In order to have more explanation about the actions we have to take. However, during this second try. We got the same answer from Apple team.
We have tried to consult threads. But, we realize that this is a recent problem encountered by the APPLE developer community . Here are some threads on the subject. With, very little useful information :
