Why isn't Xcode 13.3.1 available as a download?

Hi,

I tried updating to Xcode 13.3.1 through the App Store but it's as buggy as usual and got stuck. I know @eskimo recommends downloading Xcode releases manually, but 13.3.1 doesn't appear to be available there (only the command line tools package is there, see screenshot). wtf?

It was made available today on Appstore. It should be tonight or tomorrow (if I guess well) on https://developer.apple.com/download/more/ for zip download.

Usually, command line tools are made available a bit ahead of Xcode itself (for instance, for 13.2.1):

Just be patient a few more hours (it is now 19:55 UTC)…

(I probably shouldn't be shocked that in $CURRENT_YEAR those parallel release methods aren't in sync. Perhaps by $CURRENT_YEAR * 2.)
