As far as I know, Apple Music API doesn't have any public API for reordering tracks in a playlist.
The closest thing to that which is supported as public API is adding tracks to a library playlist.
I would suggest you file a ticket on Feedback Assistant asking for such an API to be exposed, and explaining your use-case.
