2017 project doesn't display project settings

After being without a Mac for nearly 2 years, I have installed a new system (Big Sur) and downloaded Xcode 12, a great leap forward from the Xcode 9 that I was running on the Mac that died. Now I try to revive a project from 2017. I'm trying to adjust the settings to use a new and appropriate target OS. Following all the documentation I can find online, I would expect to see settings look something like this:

But all I can get is some sort of raw code that looks like this. What am I doing wrong, and is there a way to fix it and get the proper settings view back?

It looks like your Navigator pane may be hidden?

Look for an icon at the top-left of the Xcode window (directly to the right of the red-amber-green icons), which will show/hide the Navigator.

Alternatively, if you are asking about the particular view of the file you are looking at, right-click on the file, and look at the options under "Open As".
