Safari WebExtension distribution

Can we distribute a Safari WebExtension within our notarized macOS app outside of the App Store?

The documentation says:

you must be a member of the Apple Developer Program to distribute them through the App Store.

But it is not clear if it is mandatory.

Note : we can distribute a Safari App Extension outside the App Store.

I ask this question because I'm unable to load a Safari WebExtension on an other computer when my host app is successfully notarizes. My only hypothesis is the App Store distribution is mandatory.

Funny note, when my app isn't notarized I can load the extension after I clicked right > Open on the host app.

Any new insights on this?

I'm able to load Safari extension app on another Mac logged in by a different user who is not enrolled to Apple developer program. I suspect the extension app just needs to be signed (I have signing automatically managed with team set).

I just choose "copy app" option when distributing it in Archives window (Window->Organizer).

Do you see the extension when you choose "Allow Unsigned Extensions" from the Develop menu?
