Is "Developer ID Notary Service" down?
I have been trying for the last hour and half. It just never returns either error or success. I waited more than 10mins and did it multiple times. It usually takes less than 3mins.

The System Status page doesn’t show anything (FWIW) and I ran a small test app through the notary service and it worked for me. Are you still having problems?
